Driving a car, though necessary for many of us, is a privilege, not a right. It is earned on competence and kept with good behaviour. If I have done nothing wrong, I need not fear.
When I drive my car, I am in public, not in the privacy of my own world. The public has a need to be sure that I am well-behaved, as I have of other members of the public.
In a way, this proposed investigation is a bit like closing the door after the pets have run away. We allow our banks and merchants to accumulate a lot of information about us - far more than merely our driving record - and do not fuss, as it seems to allow us to do what we will.
If I have no reason to fear police attention, then I do not care - they may "run" my plates as often as they wish. Nothing will appear, and they will look elsewhere for people to whom they ought to pay attention.
